Galaxy Note 8.0 is a bit better than Galaxy Tab 4 7.0, with a 69.2 score against 65.6. Both of these tablets have the same Android 4.4.2 OS, so both of them should provide you very similar OS features. Galaxy Note 8.0 is an older and heavier tablet device than the Galaxy Tab 4 7.0, but Samsung was able to make it somewhat thinner anyway.
The Samsung Galaxy Tab 4 7.0 counts with a slightly better display than Galaxy Note 8.0, because although it has a little smaller display, and they both have an equal resolution of 1280 x 800, the Samsung Galaxy Tab 4 7.0 also counts with a quite higher screen pixels density. The Samsung Galaxy Note 8.0 features a way bigger memory capacity for games and applications than Samsung Galaxy Tab 4 7.0, and although they both have a slot for an external memory card that supports up to 64 GB, the Samsung Galaxy Note 8.0 also has 16 GB internal memory capacity.
Galaxy Note 8.0 has a superior performance than Galaxy Tab 4 7.0, and although they both have 4 cores, the Galaxy Note 8.0 also has 512 MB more RAM and an extra graphics co-processor. The Samsung Galaxy Note 8.0 has just a bit longer battery life than Galaxy Tab 4 7.0, because it has 4600mAh of battery capacity.
The Samsung Galaxy Tab 4 7.0 captures slightly better photographs and videos than Galaxy Note 8.0, although it has a lower 1280x720 video quality and a back camera with lot less megapixels resolution.
Although Galaxy Note 8.0 is a better device, it costs a lot more money than the Samsung Galaxy Tab 4 7.0, and it doesn't have such a good relation between it's price and quality as Samsung Galaxy Tab 4 7.0. So if you want that extra specs, you can buy the Galaxy Note 8.0, otherwise you can save a couple dollars and get the Samsung Galaxy Tab 4 7.0, letting go some features and specifications.
