Both tablets in this review come with the same Android 4.4.2 OS (Operating System), so they should give all the same OS features. Samsung Galaxy Note 8.0's construction is just a little heavier but noticeably thinner than the Galaxy Tab 3 7.0, and both of them were released only 2 months apart.
The Galaxy Tab 3 7.0 counts with a bit sharper screen than Samsung Galaxy Note 8.0, although it has a much lower 600 x 1024 resolution, a bit less pixels per inch of screen and a bit smaller screen. The Galaxy Note 8.0 counts with a very superior storage to store more apps and games than Galaxy Tab 3 7.0, and although they both have an external memory card slot that supports up to 64 GB, the Galaxy Note 8.0 also has 32 GB internal memory capacity.
