The Galaxy Tab 4 8.0 is just a bit better than Blackview Tab 12 Pro, getting a score of 66.2 against 64.6. Both of these tablets have Android OS (operating system), but the Galaxy Tab 4 8.0 has newer 4.4.2 version while Blackview Tab 12 Pro has Android 12 version, giving you lots of additional features and some performance improvements.
