Samsung Galaxy Tab 4 8.0 has a global score of 66.2, which is better than the OSCAL Tab 80 Wi-Fi's 59.3 global score. Both of these devices use Android OS (Operating System), but Samsung Galaxy Tab 4 8.0 has newer 4.4.2 version while OSCAL Tab 80 Wi-Fi has Android 14, counting with a couple nice extra features and a performance increase.

OSCAL Tab 80 Wi-Fi features a little bit better hardware performance than Galaxy Tab 4 8.0, because although it has doesn't have an additional GPU, it also counts with a greater number of cores (and they are faster) and 4,5 GB more RAM.
