Microsoft Surface Pro 4 comes with Windows 10 Pro OS, and Galaxy Tab Wi-Fi works with Android 2.2 OS. The Microsoft Surface Pro 4 design is a lot thinner but way heavier than the Galaxy Tab Wi-Fi.

The Galaxy Tab Wi-Fi counts with a better processing unit than Microsoft Surface Pro 4, because although it has a smaller amount of RAM memory, it also counts with a higher number of cores.
