The HTC One M9 captures a lot better photographs and videos than HTC One, because although it has a smaller aperture which is not good for low light images and video, it also counts with a back facing camera with lot more MP, a lot higher 3840x2160 video resolution and a way larger back camera sensor providing a way better image quality.
The HTC One M9 is a little more expensive than the HTC One, but it's still a great deal, as you can get a better phone for that extra money.
