The Huawei Mate X is just a bit better than the Galaxy Note9, with an 89.4 score against 87.1. Even though the Huawei Mate X is newer than Galaxy Note9, it is much heavier and somewhat thicker. The Samsung Galaxy Note9 counts with a bit more powerful CPU than Huawei Mate X, although it has 2 GB lesser RAM, they both have a Octa-Core processor.

Samsung Galaxy Note9 counts with a bit better display than Huawei Mate X, because although it has a way smaller screen and a little bit worse 1440 x 2960 resolution, it also counts with a bit greater screen pixel density. Huawei Mate X counts with a much greater memory capacity to store more apps and games than Samsung Galaxy Note9, because although it has no SD memory card expansion slot, it also counts with more internal storage capacity.

Samsung Galaxy Note9 counts with a much better camera than Huawei Mate X, because although it has a way smaller camera sensor capturing less light and washed colors and a way lower 12 MP resolution camera in the back, it also counts with a larger diafragm aperture. Huawei Mate X has a bit better battery lifetime than Samsung Galaxy Note9, because it has a 13% greater battery size.

Although Huawei Mate X is a better device, it is a lot more expensive than Galaxy Note9, and it doesn't have such a good quality/price relation as the Galaxy Note9. So if you want that extra specs and features, you can buy the Huawei Mate X, but if you don't you can save a couple dollars and get the Galaxy Note9, letting go some specs and features.
