The Samsung Galaxy Note9 and Huawei Mate Xs both have quite similar processors, and although the Samsung Galaxy Note9 has 2 GB lesser RAM memory, they both have a Octa-Core CPU.

Huawei Mate Xs captures a little bit better videos and photos than Samsung Galaxy Note9, because although it has a tinier diafragm aperture which is not favorable for capturing photos or video in low light environments and worse 30 frames per second video frame rates, and they both have the same 3840x2160 video resolution, the Huawei Mate Xs also counts with a way larger sensor taking lot better quality videos and pictures and a back-facing camera with much more mega-pixels.
