The Xiaomi Mi 9 SE is a bit better than Samsung Galaxy Note II, with an 81.4 score against 74.8. Both of these phones come with Android OS (Operating System), but the Xiaomi Mi 9 SE has the newer 9.0 Pie version while Samsung Galaxy Note II has Android 4.4.2.
