The Samsung Galaxy Note 20 Ultra counts with a little bit better processing power than Samsung Galaxy Note9, and although they both have 8 processing cores, the Samsung Galaxy Note 20 Ultra also has 6 GB more RAM.
Galaxy Note 20 Ultra and Samsung Galaxy Note9 feature similar screens, because although the Galaxy Note 20 Ultra has a bit worse count of pixels per display inch, it also counts with a quite larger display and a little bit higher 1440 x 3088 pixels resolution. So if you want that extra specs, you can buy the Samsung Galaxy Note 20 Ultra, otherwise you can save a couple dollars and get the Galaxy Note9, resigning some specifications.
