The Galaxy Tab 7.0 Plus is much better than Acer Iconia A3, with a general score of 60.8 against 55.2. These devices use Android OS, but Galaxy Tab 7.0 Plus has the older 4.1.2 version and Acer Iconia A3 has Android 4.2 version. Galaxy Tab 7.0 Plus's construction is a little thinner and much lighter than the Acer Iconia A3, even though it was released 2 years before.
The Acer Iconia A3 features a more vivid screen than Samsung Galaxy Tab 7.0 Plus, because although it has a little worse screen pixel density, it also counts with a higher resolution of 800 x 1280 and a lot bigger display. Galaxy Tab 7.0 Plus has a much greater storage for games and applications than Acer Iconia A3, because it has 16 GB more internal memory capacity and a SD card slot that admits up to 64 GB.
Acer Iconia A3 counts with just a bit better processing power than Samsung Galaxy Tab 7.0 Plus, and although they both have 1 GB of RAM, the Acer Iconia A3 also has a graphics processor and a greater number of cores. Galaxy Tab 7.0 Plus counts with a little better battery duration than Acer Iconia A3, because it has 4000mAh of battery capacity instead of 3540mAh.
Acer Iconia A3 takes slightly better photos and videos than Samsung Galaxy Tab 7.0 Plus, because it has a lot better 5 mega pixels resolution back camera and a way better video quality.
Although Galaxy Tab 7.0 Plus is a better device, it is a lot more expensive than Acer Iconia A3, and it doesn't have such a good relation between it's price and quality as the Acer Iconia A3. So if you want that extra features, you can buy Galaxy Tab 7.0 Plus, otherwise you can save some dollars and get the Acer Iconia A3, giving up a couple features and specifications.
