Apple iPad 4 has iOS 7.x OS, while Galaxy Tab 2 (7.0) LTE has Android 4.1 OS. Apple iPad 4 has just a bit better processing power than Samsung Galaxy Tab 2 (7.0) LTE. Both of them have a 1 GB RAM memory, a 400 MHz graphics processing unit and a Dual-Core processing unit.
Apple iPad 4 has a much more vibrant display than Galaxy Tab 2 (7.0) LTE, because it has a much higher 1536 x 2048 pixels resolution, a way higher pixel quantity per display inch and a way larger screen. The iPad 4 captures much clearer photographs and videos than Galaxy Tab 2 (7.0) LTE, because it has a lot better (Full HD) video definition and a camera in the back with a way better resolution.

So if you need that extra specs, you can buy iPad 4, else you can save a couple dollars and buy the Galaxy Tab 2 (7.0) LTE, letting go a couple specs and features.
