Both devices in this comparison review include Android OS (Operating System), but Google Nexus 7 (2013) has a more recent 5.0 version and Samsung Galaxy Tab 3 8-inch has Android 4.2.2 version, so it provides the user a couple additional features.
The Galaxy Tab 3 8-inch has a bit more powerful processing unit than Google Nexus 7 (2013), because although it has a lower amount of RAM and an inferior number of 1500 megahertz cores, it also counts with a faster 1064 megahertz graphics co-processor. Google Nexus 7 (2013) features a much better display than Samsung Galaxy Tab 3 8-inch, because although it has a little bit smaller screen, it also counts with a lot better pixels quantity per inch in the screen and a much higher resolution of 1200 x 1920.
Galaxy Tab 3 8-inch has a lot bigger storage to install games and applications than Google Nexus 7 (2013), and although they both have exactly the same internal storage capacity, the Galaxy Tab 3 8-inch also has a SD memory card expansion slot that supports a maximum of 64 GB. The Galaxy Tab 3 8-inch and Google Nexus 7 (2013) feature incredibly similar cameras, both have the same video frame rate, the same resolution camera and the same 1280x720 (HD) video quality.
Galaxy Tab 3 8-inch has just a bit longer battery performance than Google Nexus 7 (2013), because it has a 4450mAh battery capacity instead of 3950mAh.
The Google Nexus 7 (2013) costs a bit more than Galaxy Tab 3 8-inch, but it's still a good choice, because you can get a lot more for that extra money.
