The Galaxy Tab 4 8.0 is just a bit better than Samsung Galaxy Tab 2 (10.1), getting a 66.2 score against 61.4. The Galaxy Tab 4 8.0 construction is newer, a lot lighter and thinner than Samsung Galaxy Tab 2 (10.1). These tablets use Android OS, but Galaxy Tab 4 8.0 has newer 4.4.2 version while Samsung Galaxy Tab 2 (10.1) has Android 4.1 version, so it provides you a couple additional features.
