IPhone 13 Pro Max is a bit better than iPhone 12 mini, having a 93.2 score against 88.5. Both of these phones use iOS OS (operating system), but the iPhone 13 Pro Max has 15.x version and iPhone 12 mini has iOS 14.x version, counting with some extra features and performance tweaks. The iPhone 13 Pro Max construction is newer than the iPhone 12 mini's, but it is just a little bit thicker and incredibly heavier.
Apple iPhone 12 mini features a slightly better screen than iPhone 13 Pro Max, because although it has a bit lower 1080 x 2340 resolution and a bit smaller screen, it also counts with a just a bit better pixel count per inch in the screen. The iPhone 13 Pro Max counts with a lot bigger storage for apps and games than iPhone 12 mini, because it has more internal storage.

Although iPhone 13 Pro Max is a better device, it is way more expensive than Apple iPhone 12 mini, and it doesn't have such a good price and quality relation as the Apple iPhone 12 mini. If you are trying to save a few dollars, you can get the Apple iPhone 12 mini, giving up a few features and specs, but you will get the most with your money.
