The Motorola razr (2020) is better than Xiaomi Redmi Note 9, having an 87 score against 76.6. These phones work with Android OS, but the Motorola razr (2020) has the newer 11 version while Xiaomi Redmi Note 9 has Android 10, giving you some nice extra features. The Motorola razr (2020) design is somewhat thinner and a bit lighter than the Xiaomi Redmi Note 9, even when both were released with only 5 months difference.
The Xiaomi Redmi Note 9 counts with a little more vivid display than Motorola razr (2020), because it has a little bit more pixels per display inch, a quite better 1080 x 2340 pixels resolution and a little bigger display. The Motorola razr (2020) counts with just a little better performance than Xiaomi Redmi Note 9, and although they both have the same number of cores, the Motorola razr (2020) also has 5 GB more RAM memory.
