Galaxy Note9 counts with a better performing processor than LG X venture, and although they both have 8 cores, the Galaxy Note9 also has a higher amount of RAM memory. Samsung Galaxy Note9 counts with a better memory to store more apps and games than LG X venture, because although it has a slot for an external memory card that allows up to 512 GB against 1,95 TB, it also counts with more internal storage.

LG X venture counts with a bit better battery lifetime than Galaxy Note9, because it has a 4100mAh battery capacity instead of 4000mAh. Galaxy Note9 shoots much clearer photographs and videos than LG X venture, because although it has a camera in the back with a lot lower resolution, it also counts with a way higher (4K) video definition and a lot larger aperture for better images in poorly lited situations.

Although Galaxy Note9 is a better device, it costs a lot more than LG X venture, and it doesn't have such a good quality/price relation as the LG X venture. If you prefer to save a few dollars, you can get the LG X venture, and give up some specs and features, but you'll get the most with your budget.
