Samsung Galaxy Note9 is better than the Galaxy S4, getting an 87.1 score against 79. The Samsung Galaxy Note9 design is newer than the Galaxy S4's, although it is notably heavier and somewhat thicker. Galaxy S4 has a little sharper screen than Samsung Galaxy Note9, although it has a just a little inferior number of pixels per inch in the screen, a lot smaller screen and a way lower 1920 x 1080px resolution.

The Galaxy Note9 features a bit more powerful processor than Samsung Galaxy S4, because although it has doesn't have an extra graphics processor, it also counts with a higher number of cores and more RAM. The Samsung Galaxy Note9 counts with a better camera than Galaxy S4, because although it has a less MP resolution camera, it also counts with a much better 3840x2160 (4K) video resolution, a lot bigger aperture to take better photography in low light situations and a larger camera sensor.

The Galaxy Note9 has a much greater storage capacity to store more apps and games than Samsung Galaxy S4, because it has an external memory card slot that admits up to 512 GB and more internal memory capacity. Galaxy Note9 has a much better battery performance than Samsung Galaxy S4, because it has a 4000mAh battery capacity.

Although Galaxy Note9 is a better device, it costs a lot more money than Samsung Galaxy S4, and it doesn't have such a good price and quality relation as the Samsung Galaxy S4. So if you need that extra specs, you can buy the Galaxy Note9, but if you don't you can save some dollars and buy the Samsung Galaxy S4, giving up some features and specs.
