The Xperia 5 II is just a bit better than the Samsung Galaxy Note9, getting a global score of 87.2 against 87.1. Xperia 5 II is a much newer phone, and it is also lighter and somewhat thinner than Samsung Galaxy Note9. Samsung Galaxy Note9 and Xperia 5 II both feature incredibly similar processors, and although the Samsung Galaxy Note9 has 2 GB lesser RAM memory, they both have a Octa-Core processing unit.

The Samsung Galaxy Note9 counts with a bit better display than Xperia 5 II, because it has a little larger display, a bit higher pixels amount per inch in the display and a higher resolution of 1440 x 2960. Sony Xperia 5 II has a little bit better camera than Samsung Galaxy Note9, because although it has a tinier aperture which is not favorable for low-light photography, and they both have the same resolution back facing camera and the same 3840x2160 video definition, the Sony Xperia 5 II also counts with faster 120 frames per second video frame rate and a way bigger camera sensor providing a lot better image quality.

Xperia 5 II counts with a little bit more storage for apps and games than Galaxy Note9, and although they both have the same internal storage, the Xperia 5 II also has an external memory card slot that supports a maximum of 1000 GB. The Samsung Galaxy Note9 counts with a battery life that's very similar to Sony Xperia 5 II's battery duration.

Although Xperia 5 II is a better device, it costs a lot more than Samsung Galaxy Note9, and it doesn't have such a good quality/price relation as the Samsung Galaxy Note9. If you prefer to save some dollars, you can buy Samsung Galaxy Note9, giving up some specs and features, but you'll get the most out of your money.
