The Samsung Galaxy XCover Pro is much better than the Xiaomi Mi-3, getting an 81 score against 71.6. Galaxy XCover Pro counts with a bit better camera than Xiaomi Mi-3, and although they both have the same 30 frames per second video frame rate and the same 1920x1080 (Full HD) video definition, the Galaxy XCover Pro also has a lot larger aperture for better images in low light situations and a way higher resolution back-facing camera.
The Galaxy XCover Pro counts with much more storage capacity to store more games and applications than Xiaomi Mi-3, and although they both have exactly the same 64 GB internal memory, the Galaxy XCover Pro also has a slot for SD memory cards that allows up to 512 GB. Samsung Galaxy XCover Pro is a lot more expensive than Xiaomi Mi-3, but it's still a great choice, as you can get a much better phone for that extra money.
